This was discussed on d-devel. While these tools are not ext-specific, their implementation is. Moving them to another package, does not simplify bootstrap (i.e. the benefit of the whole dance is smaller). It also means more effort. It may seem that very many packages were using these tools, but that is not the case. Only 132 binary packages received bug reports at all and the chattr/lsattr are only responsible for 36 of them (false positives included). Thus I do not see the need for keeping them essential.
