suggests setting default-fragment-size-msec=5 in /etc/pulse/daemon.conf, and that solution works for me. The default is currently 25 milliseconds, which does seem kind of long, and very likely the cause of overflowing the buffer that results in stuttering. It probably makes sense to change the default to 5 rather than 25.
