I understand that this is not something to fix if it only affects me. I have had a local modperl based application on my computer since Ubuntu 18.04, I have updated ubuntu whenever a new release update has been available. My modperl application has always continued to work afterwards up until the 24.04 update. The welcome page works, it is just when running perl stuff if fails with the error messages I pasted in the original report. I only reported it as the error messages indicates problems with the system modules, not my programs/modules.
