Uh, why do you want to have the LICENSE.txt file removed from the upstream tarball? That seems rather blunt to me. However, It is indeed formatted in an unusual way and lacks the preamble, as well as the section "How to Apply These Terms to Your New Programs". Hans, maybe you can include the full text of the GPL-2 as found in /usr/share/common-licenses/GPL-2 in a file named 'COPYING' in the next release tarball?
