digikam depends on marble-data through a Depends on libmarblewidget. marble is used for geolocation, which is not used by most people:

marble-data is 21 MB and a 12 MB download. libmarblewidget is 2 MB.

To the original submitter: I understand and respect your request to pare down 
dependencies.  Unfortunately, I simply do not have the resources to do this -- 
and check that nothing breaks.  So I think, after 10 years, it is best to just 
admit that this request is not going to be fulfilled.  At least not without 
help.

The current state, as Agustin notes, is that "marble-data" is no longer 
depended on.  But I think that's only because the files in question now live in 
"marble-qt-data", which is a hard dependency via the library package 
libmarblewidget-qt5.  So, I will close this even though I recognize the spirit 
of your request has not been fulfilled.
