The sentences "Modification is not permitted with respect to this document. All copies of this document must be verbatim" were referring to the contents of that particular webpage https://www.unicode.org/copyright.html.


The files in tools/data/ are downloaded from http://unicode.org/Public/. This is evident from snippets in tools/generate-unicode.sh file.

The webpage https://www.unicode.org/copyright.html defines all files under http://unicode.org/Public/ as Unicode Data Files ("DATA FILES").

The copyright license here https://www.unicode.org/license.txt covers all Unicode Data Files ("DATA FILES") and looks like an X11 license.


I think the files in tools/data/ are dfsg compatible as seen from the license here https://www.unicode.org/license.txt.
