I noticed that package gis-devel recommends libcitygml-dev, libemos-dev,
libhdf4-alt-dev and libogdi-dev, which are currently not available in
unstable.

it used to do it time ago? or libhdf4-dev is the one to recommend
now?

This is expected for blends tasks, those only get uploaded shortly before the
freeze.
Packages get added and removed in git during the development cycle.
Please don't bother filing these bugreports without patches to the current
state of git.
