They are, but personally when I hire a "PHP" programmer I don't look for PHP skills. I look for other skills that show that the person is bright. I can teach a moderately intelligent monkey to use PHP.
I think most people look at things too much from a tool perspective. You don't hire a newspaper writer because his resume says he knows how to type. You look at what he has written.
