Yes, you are right for those that want to build it from source on Windows, having to buy MSVC++ may be a drag. I think I saw somewhere that there is a build to build it with CygWin though.
Anyway, the Turck author provides already built extensions DLL for the latest PHP versions. So you really do not have build it yourself.
