what specifically are you attempting to do ? do you wish to market the extension ? donate it to the PHP community ? if the former, then im fairly certain the license allows it. as for the latter, its best to license your code under a non-GPL, OSI approved license (BSD, LGPL, PHP, etc). makes sure you read the actual license FAQ here http://www.php.net/license/
