Because so far all CFs that weren't managed by somebody involved on the code level worked even less than the rest. You need to be able to judge how complex and ready a patch is to some degree. You need to know who to prod for a specific patch. Yes, a PM can learn to do that. But it's not something a freshly hired person can do. You need a fair bit of community involvement.
