I was under the impression that rule was rather about complicated and invasive patches, not just any patch which isn't completely trivial. I agree that the patch is not completely trivial, but is rather small (it's diffstat is "3 files changed, 38 insertions(+), 9 deletions(-)"), and it certainly is not highly invasive, or touching code all over the place, but really only in a few places in pg_backup_directory.c.
