Regarding other government users, I read a case study awhile back on the web regarding ease of installation of databases.  This was from a fellow in Texas - I think he was with the department of agriculture.  He said that he had tried Oracle but had a lot of trouble getting it up and running.  After several weeks, he tried PostgreSQL and found it much easier to install and work with, and his department was using it.   Michael Schmidt
