Oh ... well, there's your problem: it's not even *trying* to use PGXS.
Replace it with this:
MODULES = gevel
DATA_built = gevel.sql
DOCS = README.gevel
REGRESS = gevel
ifdef USE_PGXS
PG_CONFIG = pg_config
PGXS := $(shell $(PG_CONFIG) --pgxs)
include $(PGXS)
else
subdir = contrib/gevel
top_builddir = ../..
include $(top_builddir)/src/Makefile.global
include $(top_srcdir)/contrib/contrib-global.mk
endif
... and file a bug with the gevel authors, whoever they are,
telling them to fix that upstream.
