Nope, skipping integrity checks is MySQL talk. When doing a bulk loading job, it may make sense to drop constraints and triggers though; there's more notes on this and related techniques at http://www.postgresql.org/docs/current/interactive/populate.html

Another thing you can do is defer your constraints:

http://www.postgresql.org/docs/current/static/sql-set-constraints.html

so that they execute in a more efficient block.
