Try those steps again with the FK "DEFERRABLE INITIALLY DEFERRED"
Eg.
ALTER TABLE B ADD CONSTRAINT fkrefa FOREIGN KEY (a_id) REFERENCES A(id)
MATCH FULL deferrable initially deferred;
