I've updated the documentation to reflect that [ CASCADE | RESTRICT ] is
supported for ALTER TYPE .. RENAME ATTRIBUTE and that it isn't supported
for ALTER TYPE .. RENAME TO.  This update will be pushed out with the
next releases.
