Hi Denise, I ran into this problem for quite a while until I read the README that came with the PostgreSQL installation (under /usr/share/doc, I think).
I highly recommend referring to this document. There could be a couple causes of your error, and since cygwin handles the Sysv IPC calls differently than UNIX, the process, while straight-forward, is not intuitive if you have never done it.
