Run release on my machine and it worked correctly. (with bibtex_bibfiles = 
['../tex/petsc.bib','../tex/petscapp.bib’] patch). producing 3.14.2

  The last run of latest (release) on readthedocs 2 days ago failed.

  Run my branch of release now on readthedocs and it produces 
https://docs.petsc.org/en/barry-2020-12-26-docs-add-bibtext-release/ 
<https://docs.petsc.org/en/barry-2020-12-26-docs-add-bibtext-release/>  which 
has the 3.14.2 as it should be. 

  So the problem could be readthedocs has never properly run on latest 
(release) past the 3.14.0 version, hence there is not a newer version there. Or 
something else?

  BTW: I think the naming is all wrong for readthedocs and we'll need to fix. 

     Currently latest -> release   (readthedocs says latest should point to the 
development version).  I propose we change to 

     release -> release version 
     master/main -> master/main version
     latest -> master/main version
