There are some changes coming up soon, but they aren't retrospective. https://www.gov.uk/know-when-you-can-leave-school "From the summer of 2013 you must be in one of the following until the end of the academic year when you turn 17: full-time education an apprenticeship full-time employment (over 20 hours a week) with part-time education" So someone who is 16 this year will be required to continue in some form of education. " Added to this you aren't a UK national you're a foreign national living here so you may not be covered by these rules anyway.
