Yes it's user crontabs, although as Mike points out that might be the wrong approach.
The reason for using user crontabs is historical; if I switch to cron.d there's a risk that I'll get duplication (someone will "crontab -e" and seeing things "missing" add them) but I can probably work around that, if nothing else it would be relatively easy to insert a comment to that effect in the user crontab (single line, much easier to grep for and insert if missing).
