We are also having cluster fly issues in our building located on the pan handle 
of West Virginia. It looks like a fly massacre every Monday morning. I don’t 
remember them being quite this bad in past years. Glad to know we’re not alone.

Cluster fly larvae parasitize earthworms.  So they complete their development 
in grassy areas.  In the Fall, the adults head for overwintering locations.  
Your building, especially on the southern exposure, is not sealed adequately 
and the cluster flies simply walk in to hibernate.  The warmth of the building 
often stimulates them to "wake up" before Spring and they then bumble around 
the building, being especially attracted to lights.  Sealing the exterior will 
go a long way for preventing them to enter the building in the Fall.

Would you expand on your meaning of voids? Can cluster flies complete their 
life cycle within the dead spaces of a building?
I ask because our museum (Denver, Colorado) has had an annually recurring 
emergence of cluster flies near some dioramas and we are actively working on 
figuring out where they are coming from, to see if we can cut them off at the 
source. There is no obvious point of entry, the dioramas are well within the 
museum and not near any outside door or windows. One suggestion has been that 
there may be a dead space (emphasis on may be, it is not confirmed) below these 
dioramas which the flies could be coming from somehow. Another member of our 
IPM team suggests it doesn't matter as the flies couldn't complete their life 
cycle without larval access to the out-of-doors. A contract pest service 
suggested to us that the flies come from outside through regular guest 
entrances and just happen to gather at this spot for unknown reasons, maybe the 
diorama lights (however there are many more dioramas which are not affected by 
them, only the same one or three dioramas every summer).
