Because your free time is already filled up with working on Devel::Cover itself? This sounds like the sort of project that anyone who felt particularly keen about could try experimenting with at home, to see if they can get it to work. Having a demonstrable experiment is a very good first step to convincing others to help you with it, and having something that is mostly finished is a good way to get someone else to host a fully working version.
