I figured out the problem, and added a few lines to the getting started 
guide.  I had to adjust the %HOME% variable.

I found another problem, I just downloaded the newest version of WinCVS 
and it tells me that this port does not support pserver:

cvs [update aborted]: the :pserver: access method is not supported by 
this port
of CVS

Where can I get a reliable port of cvs for Windows?  My old executable 
(v1.11)works fine.
