module-starter isn't a EU::MM replacement; it's a tool that produces a CPAN-ready shell for your module to go into, including a skeletal test suite. In fact, it will happily use Module::Build.

In the realm of EU::MM replacements, personally, I like Alias's Module::Install, but that's really neither here nor there.
