Is /Perl/bin/ in your PATH? If you have another Perl
on your system, does /Perl/bin/ come first?
Might there be another "ppm" around somewhere in your
PATH that is getting picked up before the one under
/Perl/bin/?
If you invoke ppm by the full path:
C:\> C:\Perl\bin\ppm.bat
does that have similar problems?
