I've seen systems with 8GB of RAM start out with 6.5GB in ARC, shrink to 32MB in ARC (within hours) as services were started and memory was used up.
I've also seen system with 64GB of RAM start with 62GB for ARC, shrink to < 4GB of RAM for ARC after enough applications were started. It's not *free* as fast as *free* would be, but it's still *available* with a little work.
