Yep. I think that if we could use the same conventions in both places, it
would be nice.
Not a requirement, just a nice-to-have... I realize that the styles don't
currently match.

I think performance/latencytop might be a better one because the main
categories in defect.os.org are community/project oriented. There are
a number of utilities already being tracked in different categories
that would also fall under a general utility category.
From a different perspective, having a category for performance
would create a place for OpenSolaris performance related bugs. Where
we could have different subcategories aside from LatencyTOP.
Both options are kitchen sinks of some sort, IMHO the latter would be
more appropriate.
