I was thinking mostly in terms of matching the existing naming conventions...
Most opensource/community projects seem to be coming in under cat=="utility".
e.g. utility/top, utility/squid, utility/timidity, utility/emacs, etc. (by my
count,
there are ~234 of these right now under product=="solaris", and many of the 234
are
community-oriented projects).

I think performance/latencytop might be a better one because the main
categories in defect.os.org are community/project oriented. There are a
number of utilities already being tracked in different categories that
would also fall under a general utility category.
From a different perspective, having a category for performance would
create a place for OpenSolaris performance related bugs. Where we could
have different subcategories aside from LatencyTOP.
Both options are kitchen sinks of some sort, IMHO the latter would be
more appropriate.
