If you still have problems, the method Mark suggested a week or so ago
should work, if you have software that handles layers.
Paste the scanned image onto an equally sized jpg that has exif info
embedded. Flatten the image, resize to PPG requirements, upload and
then manually amend the exif data to suit the scanned image.

My recently accepted photos were all larger than 900 tall and they went
through fine. I stopped sizing things down just for PPG last Spring -
with no ill effects... on either digital images or scans.
we should'd have to jump through those kind of hoops
(what Mark did) when clearly there is a bug of some sort that needs
fixing .. not too surprising there are still a few wrinkles.
