If you still have problems, the method Mark suggested a week or so ago
should work, if you have software that handles layers.  

Paste the scanned image onto an equally sized jpg that has exif info
embedded.  Flatten the image, resize to PPG requirements, upload and
then manually amend the exif data to suit the scanned image.
