I've had this problem with an Epson 1200 photo when scanning negatives. The transparency unit has a narrow window above the main scanning area which is kept clear and used to calibrate the CCD before scanning to minimise any banding. If a piece of dust or hair got in here, I ended up with a vertical line through my scans - cleaning this window meticulously solved the problem. I assume the 1640 uses a similar system, and hopefully it's just a case of giving that window and the light source a good clean! If however you get the same banding when scanning without the transparency lid, (i.e. prints), it sounds more serious.
