It is a commerative of the western expansion of the US.
Saint Louis was accessible by boat on the Mississippi and Ohio rivers,
and made a great launching point.

Somewhat concealed beneath the Arch is a modern national museum.
It is dedicated to the Lewis & Clark Expedition.
In 1803, Thomas Jefferson 'bought' the Lousiana Territory from France.
He commissoned Lewis & Clark to lead an expedition of discovery.
33 rough and ready frontiersmen made their way from Pittsburg to St.Louis.
After wintering over some 5-10 miles up river fom the Arch, they began
their trip.
They traveled up the Mississippi for a bit and then West up the
Missouri River to it's source.
They lived off the land, encountered indians, kept records, and wrote
dispatches to President Jefferson.
With the help of the Nez Perce Indians, they made across the
continental divide, to the Northwest,
and on to the Pacific Ocean.  The next year they returned to St. Louis.

The Oregon Trail and many settlers followed over the years.
