I think they call it "zoom effect" in ProShow. I don't use ProShow myself (yet), but many of my nature photo friends do. In fact, Proshow has close to monopoly in the "pro" slide show marketplace over here, if you ignore the Apple camp.
In think v3 of Wings from http://www.avstumpfl.com also support the KB effect, but I've no idea how it's implemented. I liked Wings v2, because their freeware version covered my needs and the interface was very intuitive to someone who's worked with music sequencers before.. :-) However they changed the licensing model with v3. Now you have full functionality to create and store projects, but you can't render it as a slideshow in any format (the old one produced *.exe files, at least) without buying. The prices are steeper than for ProShow because they've spread out the relevant functionality on several modules that you have to buy separately.
