Try using MS76 batteries.  The A76's are too weak to run the camera.

The shutter won't fire without electricity - electromagnetic release.

The first 2-3 shots on a Super Program register at 1/1000th and I suppose the 
Program Plus does this too.  It's a feature that prevents the tyro from 
taking a 2 minute exposure because they left the lens cap on while loading a 
new roll of film.

250 speed and +3 means that you have the shutter set at 1/250th and it is +3 
stops overexposed.  Auto mode should get you a speed automatically.  With the 
lens on 'A', the camera will pick an exposure and shutterspeed.
