The presumption is that the negative will be subjected to scanning.

Why is that a presumption? Is it simply because that's how everybody does it these days of dry darkrooms?
Except for personal work and custom labs, is the wet darkroom fini?

That's the great equalizer that brings film down to the same level as digital capture.
My printer at work scans a 35mm neg at about 2000x3000 pixels, for example.
