The blades not moving might be because of a disconnected spring or because of an
extreme amount of oil on them. Either way it's fixable. Just depends on how you want
to handle it and if it's worth it to you.
Blades are easily cleaned with lighter fluid. Works very well.
Replacing springs isn't too hard. Just get an old beat-up lens for parts. Springs
are often universal enough. If it's just disconnected then reconnect it and secure
the end with a drop of nail polish.
Probably about an hour's work on the first attempt.
