In CA, the path for US Rt. 101 generally lies west of most of, if not all of, US Rt. 5.
Is that because Rt. 5 was 'named' before Rt. 101? No idea.
I don't know why or how you figure out the numbering system, except, as you mention, the odd numbers go north and south.
The state routes seem to follow the same 'rules' for numbering.
