It would be an in production model. In accordance with current DOD directives, COTS equipment would be used. "Ruggedness" is invoked by calling for appropriate specs. Which specifications that get invoked for a particular system/subsystem depends on how critical it is to completing a mission. A camera attached to a periscope would not have the same requirements placed on as, for example, a ship's fire control system.
