I use a change bag to load tanks, but have a piece of opaque black cloth
similar to oilcloth, only heavier, that I've velcroed to a window in the
computer/tv/dark room.  I've taken one of the two light bulbs out of the
ceiling light and replaced it with a screw in safelight. Works pretty well.
