The designers and writers start their work from an early set of specifications. The writers will try to get help from engineers to make sure what they have is correct. The problem is that at the point that things are far along, and have to be finalized, the engineers are too busy trying to meet schedule to devote any time to manuals, and there aren't enough current prototypes for the writers to play with. Short story: manuals are not a high priority item. It is more difficult with small companies, with many products and different language versions of the manuals.
