This standard is for the recommended resolution of the monitor. I bought
in the us a dell computer with 17" monitor and if I go to higher resolutions
(say 1280x1024) i get  60 Hz of refresh rate. The default resolution
(it is 1024x764) has more than 72 Hz of refresh rate (75 HZ to be exact). The
monitor is new, one month old.
