Those are precisely the best times to use it. It can make an otherwise drab scene look just as it is intended. The time when I don't care for it, is when someone uses it to way overemphasize the color - the classic is red rock Southern Utah (Arches, Bryce, CanyonLands, etc) in nice strong lighting. The resultant images are way over the top.
Used correctly and prudently, Velvia can be a formidable tool. Used poorly, it can be a garish mess.
