Care to elaborate?

In the context of this thread, is John to then buy a dozen motherboards,
a dozen graphics cards and a few monitors, apply the benchmarks to
various combinations and then analyse the results? A task most IT
professionals would prefer to avoid!

A trip to Tom's will provide usable comparisons on a lot of kit, but
with the proviso that graphics performance is largely evaluated in
dynamic 3D terms, rather than 2D stills.

My comment to John would be to echo what most people have said: moderate
processor & plenty of RAM. I'm currently using a notebook with Celeron
466 and 160MB RAM for graphics. I do need an external monitor for
critical work, but the power is fine for 24MB files in PS 5.02.
