Well, there was Audacity for Windows, but I'm not sure you could edit
anything with that.

you want to edit music you could use Goldwave - www.goldwave.ca, or
SoundForge from Sony Media. There are Jaws scripts that make Goldwave work
very well and they are free. There are Jaws scripts for SoundForge, but
there is a one time charge for them.
There is also a free sound editor for windows, but I can't remember the
name of it right now.

I think under windows pro tools will be never accessible; the only way to
create music is to buy a mac!
Pro tools is partially accessible, and someone tells that next logic's
version could be very very accessible...
I never used sonar, I tryed it just some times and I ated it...
