Yes that one's called Multiquence. I don't know how accessible it is, Sonar
seems to be the gold standard for multitrack and accessibility although
Audacity is one to watch.

For a really good implementation of sound on sound, which is what Sound
Forge, Goldwave etc do, Studio Recorder is amazing since you can actually
hear what you're recording over.
