That's the short answer. The somewhat longer answer is in a way. You can mix tracks together, do voiceovers, and so on. I mix my radio shows together (samples at www.totw.net) entirely using Gold Wave. I have mixed vocals together on karaoke tracks. It's not as intuitive as a true multitrack program, which is why the short answer is the correct short answer, but can be done to a limited degree.
