It should set up the sqrsoft plug-in automatically. You will need to run the executable once downloaded and it will put the dll in your winamp folder under plug-ins. If it doesn't set the plugin open preferences in Winamp with control + P, arrow to the output plugin, tab twice to the list and select it. The default settings should work well. You have successfully uploaded a file called SqrSoft_Advanced_Crossfading_Output.exe (72 KB), to sendspace. So I started using the SQR Advanced Crossfading plug-in and am still using it.
