The BrailleNote  18 cell is less than $10,000. Another option is an old
braille 'n Speak with a count down timer and stop watch.
It's not really a an expensive problem to solve.

If you have a spare $10,000 you could get a Braille Note which can display
the time by second.
Perhaps a lazy 2 grand could be increased to $10,00 by backing the Hawks for
premiers.
