yes there are many different versions available.
there are internal pci models plus USB models that are available like a
memory stick or as a box with a USB lead coming off of it.
but probably the best ones on the market are the nebula models.
they all support audio description transmissions for both listening to live
and for recording.
this obviously depends on where you are in the world, but they do work in
several countries and they are listed on their website:

they also are aware of the needs of visually impaired people and make their
software as accessible as possible.
they are also about to launch a new home media centre that has 3 digital
tuners plus a 500 gb hard drive within it that will work by connecting
direct to a tv, via a wired network, or by wi-fi to your pc's or to tv's
around the home if you connect one of their thin client receivers to the
tv.
i also believe that their adapters are the only ones on the market that are
able to receive high definition signals.

the other major manufacturer of digital pc adapters is hauppauge and their
international site is:
www.hauppauge.com
but their models don't support audio description.
